Well most likely not. Here are two ways to achieve HD Instagram pictures.
1. Use the front camera on your phone (the one with the flash - not the one near the speaker)
2. Take a photo using a proper camera. Save it to your computer. Email/Google Drive/Dropbox it. Open the file on your phone and save it. Upload it to Instagram and WOW! Amazing Instagram photos.
People suggest using desktop programs to upload images to Instagram, I have tried these and they generally don't work, but feel free to go ahead and try them.
